Regan was born and raised in Northland and first came to the Waikato to complete a Bachelor of Management Studies from the University of Waikato. Following a few years working for Fletcher Building in Auckland, Regan moved back to the Waikato permanently to take up a career in Health Commissioning with the then Waikato District Health Board.
 
With the recent amalgamation of DHBs into Health New Zealand | Te Whatu Ora, Regan has a role as the National Group Manager for Commissioning Investment where his background in analytics, economics, and finance is utilised to lead a team focussed on ensuring resources are positioned to best achieve health outcomes and equity.  
 
Married to Nina with three teenage daughters, they are kept busy with Netball and other activities in their hometown of Cambridge.
